How Terrell Turned a Corner
Magnet for growth on I-20 goes from sleepy suburb to regional hub.

TERRELL - City of Terrell staff, elected officials and community leaders gathered with Hines developers on May 6 to celebrate the groundbreaking for Northspur, a planned development at the western entrance to the City.
After opening remarks by the Hines team, Mayor Rick Carmona addressed the crowd saying, “Improving our western gateway has been a long-standing goal of the City of Terrell. With your work and investment, we are making that happen.”
The 700-acre site, located just north of Highway 80 at Spur 557, will feature residential, commercial, retail and industrial uses that will be completed in phases over a 10-year period. The first phase of the project calls for approximately 230 home sites along with a community pool and greenspaces for children and pets.
“This project is the result of strategic planning by City officials who worked diligently with Hines to ensure the creation of a neighborhood which will provide amenities to its residents, while ensuring quality and security at our western entrance,” Mayor Carmona said.
City officials began collaborating with developers early in the process in order to prevent the creation of a heavily dense neighborhood without municipal law enforcement or fire protection. The City’s new Fire Station No. 3, which will be located in the Mike Cronin Business Park, is just five minutes from the site.
“We've seen developments in other cities where the new houses were built without new roads or parks. Here in Terrell, we made sure new growth is accompanied by roads and greenspaces.
Longhorn Drive and Big Brushy Greenbelt are great developer-built infrastructure for Terrell’s newest neighborhood,” said Terrell City Manager Mike Sims.

We welcome these new parks, roads and quality investments to our western entryway,” Carmona said.
